Flying back to Tirana, I had once again this feeling that appart from addressing the problem at its origin, maybe the EU could consider empowering the boarder countries to be able to serve as receiving countries and services can be provided at an earlier stage. In our case we have had such experiences not very far in time and would be able to do so again, if funds are availble.
